California Proposition 187 was on the November 8, 1994, general election ballot in California as an initiated state statute, where it was approved.[1]

The stated purpose of Proposition 187 was to make immigrants residing in the country without legal permission ineligible for public benefits. The California Legislative Analyst's Office estimated that the measure would save the state about $200 million per year.[2]

The day after Proposition 187 was approved by the state's voters, several groups filed federal lawsuits against it, including the Mexican American Legal Defense and Education Fund (MALDEF), the League of Latin American Citizens (LULAC), and the ACLU.

Three days after Proposition 187 was approved, on November 11, federal district court judge Matthew Byrne issued a temporary injunction against the state of California, forbidding the enforcement of Prop 187. Federal judge Marianna Pfaelzer then issued a permanent injunction, pending a trial. The state of California asked in 1997 that the case be dismissed and the injunction dropped, on the grounds that federal immigration law had changed in the meantime. The federal court denied the request that the case be dismissed. The state of California did not appeal that decision, leaving the permanent injunction standing. The case did not proceed to trial.[3]

Title

The ballot title was as follows:

Illegal Aliens. Ineligibility for Public Services. Verification and Reporting. Initiative Statute.

Summary

The measure proposed to make immigrants residing in the country without legal permission ineligible for public social services, public health care services (except emergency services required under federal law), and public education at elementary, secondary, and post-secondary levels. The measure proposed requiring various state and local agencies to report persons suspected of residing in the country without legal permission to the California Attorney General and the United States Immigration and Naturalization Service. The measure proposed requiring the California Attorney General to transmit reports to Immigration and Naturalization Service and to maintain records of such reports. The measure also proposed making it a felony to manufacture, distribute, sell or use false citizenship or residence documents.[4]

Fiscal estimate

The fiscal estimate provided by the California Legislative Analyst's Office noted the following:[4]

  • annual savings of approximately $200 million to the state and local governments (primarily counties), due to reduced costs for public social services, health care, and higher education.
  • annual administrative costs of tens of millions of dollars (potentially more than $100 million in the first year) to the state and local governments (primarily counties and public schools) to verify citizenship or legal status of students and parents and persons seeking health care and/or social services
  • placed at possible risk billions of dollars annually in federal funding for state and local education, health, and welfare programs due to conflicts between the measure's provisions and federal requirements

In what should have been enacted as the Law of the Land, one liberal-Left Dem Judge temporarily nullified 5,063,537 YES votes, usurping the authority of nearly 60% of We The People of California.

Hammering the final nail in the coffin was another dangerous liberal-Left FEMALE Federal judge, Marianna Pfaelzer who then issued a permanent injunction against the YES decision.

THE FIX WAS IN (as usual) by Dems and Statists: The State of California refused to defend the votes of 5,063,537 YES votes that were to prevent taxpayer funding of Illegal Invaders, WHICH WOULD HAVE SET NATIONAL PRECEDENT...

So...

Instead of STOPPING the FREE-STUFF for illegal Invaders forevermore, this Flood of Illegals became encouraged to further invade the USA. An economic/demographic/cultural/electoral disaster for the future of the USA.

We discovered that Democrat-Leftist Judges can indeed overrule and override the votes of millions of Americans. We also learned that California was indeed a Marxist totalitarian government as of 1994.

Moreover, we could only conclude that as a result of this single case of fascist judicial overreach, US Constitutional Law no longer actually exists and Establishment Republicans routinely aid & abet Democrat/Marxist Monkey Business.

We also learned and noted that as a result of the single case, the USA invasion became a Tidal Wave. Elitist Leftist Dems are Socialists/Marxists jammed the bill down the throat of the working taxpayers with the bill for the last 25 years.

I've been to a few CCIR meetings in Garden Grove (a shithole), as well as discussions after at the local cop bar.

Barbara Coe, shown in a file photo, is the founder of Huntington Beach-based California Coalition for Immigration Reform. The longtime opponent of illegal immigration died Saturday.

September 4, 2013 - Barbara Coe, a leading voice behind California’s anti-illegal immigrant movement, has died.

Coe was best known for tapping into some citizens’ deeply held concerns about illegal immigration and channeling them into rallies, boycotts, billboards and new laws. She was 79.

The Huntington Beach resident died Saturday of lung cancer, according to friends who vowed to continue her fight against immigrants who are here illegally and the policies to help them.

“She was the brains behind everything. And now we need to regroup,” said Evelyn Miller, on the board of directors for the Orange County-based California Coalition for Immigration Reform, or CCIR.

Fellow board member Vaughn Becht said: “We have a board that will carry on her legacy.”

In 1994, Coe co-sponsored a ballot measure that would have stripped public services, including education, from people who didn’t have legal permission to live in California. Voters approved Proposition 187, but it was later challenged in court and voided.

In more recent years, Coe also called for a boycott of Mexico. In 1998, her group paid for a billboard at the California-Arizona border that read: “Welcome to California, the illegal immigration state. … Don’t let this happen to your state.” Coe believed that President Barack Obama was born in another country. And in an interview with the Register in 2011, she said Obama was part of “the New World Order plan to destroy America.”

To her supporters, Coe was a patriot. To her detractors, she was a racist. Coe’s CCIR organization is listed as a hate group by the Southern Poverty Law Center, a civil rights organization in Alabama that monitors hate group activities.

“This is a woman who spoke in extremely disparaging terms about Latinos and not just immigrants,” said Mark Potok, spokesman for the nonprofit center.

Coe had an important role at the time, Potok said. “She was a major player” and “she helped to push what was fundamentally a racist referendum that was ultimately repudiated by the courts.”

Miller, the CCIR board member, said she’s heard the allegations of racism.

“We’re not worried about what they call Barbara Coe,” Miller said. “The charge of racism is used by charlatans. It’s an overused word that doesn’t mean anything anymore.”

The organization will continue to meet in Garden Grove to hear speakers and discuss issues related to immigration. Their monthly meetings draw some 60 people, she said.

“The goal of our group is to educate the public and our elected officials about the devastation of our country caused by unbridled illegal immigration,” Miller said.

Coe was born in South Dakota in 1933. She worked for the Anaheim Police Department, which she left in 1993, forced to take early retirement after she was accused of using police station phones, as well as fax and copy machines, to work on Proposition 187, also called the Save our State campaign.

Memorial services had not been finalized as of Tuesday afternoon, according to Akes Family Funeral Homes in Corona. She is survived by two adult children. On Thursday, the Eagle Forum of California will honor Coe’s memory following its monthly meeting in Seal Beach.

I remember standing by Barbara in her fight for this proposition measure. R.I.P. Barbara Coe and Terry Anderson who were the vanguards to standing up to this travesty of justice for those who desire to enter into this country legally.

Thank you for (as well as B. Coe and T. Anderson) for crusading at the time in support of preserving the Republic and opposing the illegal mega-theft of US sovereignty.

That a couple of Lefty-Dem judges could and did nullify the legitimate I&R and consent of The People was TRULY the definition of "travesty of justice". The lazy, treasonous SOB Republicans (who could and should have fought this decision) blew off any challenge to this travesty and theft of justice.

These 50 million illegal invaders would NOT have been able to STEAL taxpayer resources and benefits for the last 25 years or so. How much better off would the US be? How many Americans' quality of lives have been degraded as a result? How many have died?

These 50 million EXTRA parasites have essentially cratered America's health care and social service system. Affected and penalized mostly? The American working class, who have had to deal with inferior or little health care insurance. THANK YOU DEMOCRATS, RINOS, and...0bama.
